2030 LRTP Summary


The Birmingham Metropolitan Planning Organization (MPO) is responsible for comprehensive transportation planning in Jefferson and Shelby counties. Members of the MPO include local and state government officials as well as representatives from the Birmingham-Jefferson County Transit Authority (BJCTA) and the Alabama Department of Transportation (ALDOT).

The Birmingham Area Long Range Transportation Plan (LRTP) is the focal point of the MPO’s planning programs and activities. In accordance with Federal requirements, the plan assesses the transportation needs and sets forth improvements necessary to address those needs over a 20-year period.

The 2030 LRTP Plan focuses on the following elements:
• Capacity Projects
• Signal and Intersection Projects
• Intelligent Transportation System (ITS) and ITS Related Projects
• Intermodal Access Projects
• Additional Non Capacity Projects
• Bicycle and Pedestrian Projects
• Transit Projects
• Transportation Air Quality Conformity

The 2030 Long Range Transportation Plan was adopted by the MPO in August 2005 for conformity with the 8-hour ozone standard. Minor modifications have been made to the Plan to be consistent with the Alabama Department of Transportation’s Comprehensive Project Management System. These include changing the conformity year for two capacity projects on I-65 and U.S. 280 from 2015 to 2009 and adding a capacity project on I-65 North connecting to the Northern Beltline. Visionary projects have also been added to the Bicycle and Pedestrian Projects Section.

On February 1, 2006, the Birmingham Metropolitan Planning Organization (MPO), in cooperation with the Regional Planning Commission of Greater Birmingham, held a public involvement meeting on the Air Quality Conformity Determination for particulate matter (PM 2.5) for the 2030 Long Range Transportation Plan and the 2006-2008 Transportation Improvement Program (TIP).
