2035 Regional Transporation Plan

The Birmingham Metropolitan Planning Organization (MPO) is responsible for developing a comprehensive metropolitan transportation plan for Jefferson and Shelby counties. The latest version of this plan, entitled, the Birmingham 2035 Regional Transportation Plan (RTP), is essential to the health of the Heart of Alabama region. Members of the MPO adopted the Birmingham 2035 RTP on June 9, 2010. Members of the MPO include local and state government officials as well as representatives from the Birmingham-Jefferson County Transit Authority (BJCTA) and the Alabama Department of Transportation (ALDOT).

The Birmingham 2035 RTP speaks to the quality of life for every one of the region's citizens is tied directly to how well they can access jobs, services, and goods. The RTP also considers how the transportation system will provide connections between critical resources as well as establish links between its most important resource, people. It looks to protect natural resources, and strengthen the economy. The vision, goals, and wide-ranging policies on which the plan is based describe the major things that the region’s residents would like to to achieve with the transportation system, and reflects local desires for travel and transportation as expressed in these communities' adopted comprehensive and master plans. This framework lays a foundation for the kinds of plans and projects that will provide the best transportation solutions.

The Birmingham 2035 RTP contains a listing of priorities for major roadway investments, bicycle/pedestrian facilities, public transit, and projects that support regional employment in both regional activity centers and mobility hubs. For the next several years, the RTP will serve as a guide for the region's transportation investment decisions. This important plan describes how the two county metropolitan planning area will manage, operate and invest nearly $4 billion in its multimodal transportation system over the next 25 years.

The Birmingham 2035 RTP is more than just a plan for maintaining and building infrastructure. It considers the impact of future population and employment growth, and the role that transportation plays in the region's environment, economy, social fabric and quality of life. It is inherently tied to land use, and describes a regional land-use strategy that supports activity centers and mobility hubs, connecting them to one another along strategically importation transportation corridors.

The Birmingham 2035 RTP must be updated every four years. Amendments may be made to the plan as new projects, funding or programs arise.
