Job Access Reverse Commute (JARC) (FTA Section 5316) and New Freedom (FTA Section 5317) Project Funding

Synopsis:

The Regional Planning Commission of Greater Birmingham (RPCGB) is responsible for administering the competitive project selection process for the Job Access Reverse Commute (JARC) (FTA Section 5316) and New Freedom (FTA Section 5317) funds apportioned to the Birmingham Urbanized Area.

This Request for Proposals is for projects that improve access to transportation services, to employment, and employment related activities for welfare recipients and eligible low-income individuals (JARC) and/or for projects that provide additional tools to overcome existing transportation barriers facing Americans with disabilities (New Freedom).

This Request is in accordance with the Federal Transit Administration’s requirement for funding based on a competitive selection process.  As such, priority will be given to proposals that fill an identified gap in service.

APPLICATION TO QUALIFY SHARED-RIDE TRANSPORTATION PROVIDERS

The Regional Planning Commission of Greater Birmingham, on behalf of the Birmingham-Jefferson County Transit Authority is seeking to qualify contrac­tors to provide transporta­tion for grant recipients under Federal Transit Administration’s New Freedom program.  The New Freedom grant program seeks to expand transportation mobility options available to persons with disabilities.  Contractors are being sought to provide shared-ride transporta­tion services on behalf of those agencies who are chosen to be a recipient of New Freedom grant funds.  Under this agreement, service will be shared-ride, curb-to-curb service with a customary 48-hour advance reservation.

COMMUTESMART BIRMINGHAM - COMMUTER SERVICES SOFTWARE/PORTAL (RIDEMATCHING, PROGRAM & INCENTIVE MANAGEMENT AND VANPOOL MANAGEMENT)

Synopsis:

The Regional Planning Commission of Greater Birmingham (RPCGB), on behalf of the Birmingham Metropolitan Planning Organization (MPO), is seeking qualified prospective vendors to provide web-based ridematching software for use by the statewide CommuteSmart programs. The purpose of this request for proposals is to provide fair evaluation for all candidates and to provide the candidates with the evaluation criteria against which they will be judged.

The RFP will be issued April 1, 2010.  Proposals will be received until 12:00 p.m. (CST), Friday, June 11, 2010 at the Regional Planning Commission of Greater Birmingham, 1731 First Avenue North, Suite 200, Birmingham, Alabama 35203 telephone (205) 251-8139, on or before the aforementioned date.

BUILDING COMMUNITIES PLANNING ASSISTANCE GRANT PROGRAM

The RPC Building Communities Planning Assistance Grant Program for FY 2009 is underway. Please see below for instructions and applications.

The Regional Planning Commission (RPC), on behalf of the Birmingham Metropolitan Organization, periodically solicits bids/ proposals for services that help support its business operations. Requests for qualifications and/or proposals from qualified firms are posted on this webpage as well as the Regional Planning Commission of Greater Birmingham website.

The RPC uses the Alabama Department of Transportation's Pre-Qualified Consultants List maintained by the Consultant Management Engineer to notify, by mail, the availability of request for qualifications and/or proposals for transportation planning projects. The RPC uses the categories applicable to the request for qualifications and/or proposals. Functional areas currently maintained by the Alabama Department of Transportation include the following:

  • Design
  • Environmental

  • Materials and Tests
  • Planning
  • Right-Of-Way

Consultants who wish to qualify for RPC transportation projects can apply for pre-qualification with the Alabama Department of Transportation, though it is not a requirement for qualification.
